Calvin White: Former Haltom City mayor was beacon during turmoil

Calvin White kept a calm demeanor during some contentious times as mayor of Haltom City.

After five years of weathering political firestorms, he resigned last year, one year before his term expired. He wanted to focus on his family, especially his ailing wife and his insurance business.

"I'm an old guy that's been around a while," he told The Dallas Morning News in an interview announcing his retirement. "One thing I learned to do is listen to my heart."

On Sunday night, his heart gave out. Mr. White died of a heart attack at North Hills Hospital in North Richland Hills. He was 65.

Services are pending.

Mr. White was elected mayor in 2001. His accomplishments included facilitating the construction of a central fire station and a public works and fleet facility. He implemented renovations to the senior center and the expansion of a recreation center. He also rebuilt the city's image after a jail scandal in 2002 that garnered national headlines.

But his steady hand during the turmoil surrounding the firing of City Manager Richard Torres in 2003 and the subsequent recall election of five council members was credited as instrumental in helping the city recover.

"Calvin presided over some tough times with a calm and dignified demeanor, which led to a calmness in our community as well," Mayor Bill Lanford said. "He was a friend and mentor to most of us on the current council."

Born on Jan. 25, 1942, in Gasoline, Texas, Mr. White earned a bachelor's degree in ministry from Bethany Bible College in Alabama. He moved to the northeast Tarrant County area about 34 years ago with his wife, Freida, and two sons. For 26 years, he served as minister of Baker Boulevard Church of Christ in Richland Hills.

After retiring from the ministry, Mr. White entered the private sector, first in banking and later as an insurance agent.

His public service career included a stint on the Birdville school board from 1991-97, where he had terms as vice president and president. During his service, the Texas Association of School Administrators named the Birdville ISD trustees an "Outstanding School Board of Texas."

His son, Robb White of North Richland Hills, said his father was extremely proud of that distinction.

His father also served on the Planning and Zoning Commission, as chairman of the Zoning Board of Adjustment and as president of the Economic Development Corporation.

"He always demonstrated integrity and character in everything he did," Robb White said.

In addition to his wife and son, Mr. White is survived by son Stan White of Keller and five grandchildren.

He was the minister of a good friend from Silver Haired Legislature and AARP.  When I was at a meeting she took me to his church to hear him preach.  When I went in he recognized me.  He spent a lot of time in our home when he was a kid and was one of my favorites. 

He changed his sermon when he saw me.  Gave some lame excuse when he changed because it was listed in the program.   He was very good.   I met one of his sons who was the song leader and was going to be a preacher.  Nice family.

I am so sorry when these young ones die.  They are too young and I am too old.

More than a year after he left office, former Haltom City Mayor Calvin White would call his successor to see how things were going and to offer advice.

"He had an uncanny way of knowing when things were getting rough, and he would call me," Mayor Bill Lanford said. "I was just really pleased and honored that he took that on. I'm going to miss him."

Mr. White died Sunday night at North Hills Hospital in North Richland Hills after suffering a heart attack at home, according to the Tarrant County medical examiner's office. He was 65.

Mr. White entered local politics in his 50s near the end of a 38-year career as a minister, including 26 years at Baker Boulevard Church of Christ in Richland Hills.

"Integrity was very important to Dad, in all aspects of his life," his son Robb White said. "After he retired from the ministry, I think he saw a way he could help his neighbors and the city."

Mr. White served on the Birdville school board for six years during the 1990s, including a stint as president. He was elected mayor in 2001, then re-elected in 2003 and 2005.

He resigned in 2006, about a year before his term was up, saying he needed to spend more time with his wife, Freida, who was having health problems, and to focus on his insurance business, which he started after retiring from the ministry. In a special election, voters selected Lanford to finish Mr. White's term.

At the ceremony where Lanford took the oath of office, Mr. White listed the proudest city accomplishments during his tenure. They included acquiring land for a new library and looking for ways to improve Belknap Street, a major thoroughfare.

"I leave with a sense of satisfaction," he told the crowd.

Life in Haltom City politics is never easy, though.

The most contentious issue on Mr. White's watch was a dispute over whether then-Councilman Trae Fowler's construction company should be paid for work city officials said had not been completed.

The feud escalated until the City Council voted to fire then-City Manager Richard Torres. The voter furor that followed led to the recall in 2004 of the five City Council members who had ousted Torres.

On Monday, R.D. Milhollin -- a Haltom City resident who ran unsuccessfully for mayor against Lanford in May -- recalled Mr. White's effort to bridge the divide after the recall election.

"He worked hard to be a peacemaker," Milhollin said.

Both Lanford and Councilman Jim Sutton called Mr. White a mentor.

Calvin White is survived by his mother, Marie Ford; wife, Freida; son Robb and wife, Carol; son Stan and wife, Jane; grandson Briley, 20; and granddaughters Hillary, 17, Reagan, 12, Katie Beth, 6, and Emily Margaret, 2.

Funeral arrangements were pending late Monday.

I've heard many say the past few days "Calvin was a good friend" -- because he cared for and invested so much time in others. He was a true friend to me in every sense of the word and a brother that I loved dearly. Most of our time together was spent serving in various ways in the work of the Lord and in His church. We shared in both good and difficult times. We've laughed and cried and prayed together. In all of the 33 years of our friendship, he never waivered, pulled away, or failed to be there when I needed him (he even sensed when I needed him). I learned so much from his teaching and example.

Calvin was a man after God's own heart ~ he loved his role as a minister of the gospel of Christ, and serving those who were under his care as a shepherd. His significance in life came simply
from being a child of God through Jesus Christ. For him, there was no greater honor. My devotional reading this morning said it best: Calvin knew that "no material possession, fame, power or position could compare." As a result,

Calvin was "free from the temptation to manufacture and manipulate his own significance." His purpose was only to bring praise, glory and honor to his Creator.

I praise God for Calvin and for the gift of his friendship. His memory will always be in my heart.

I cannot express how I felt when my sister called me Tuesday morning while I was on vacation in Colorado. I was shocked as she told me the news. I am so sorry that I could not have been here to pay respect to Calvin at his funeral. Calvin was a wonderful, positive family man. Thirty three years of memories are hard to capsulate. Calvin has been my mentor, friend, pastor. He helped educate my children in the faith, he helped me bury my parents. He even performed a renewal of our wedding vows on our 25th anniversary! Calvin was such a joy to have around the young groups that gathered at our home in Tulia. When my friend, May Della Everett told me he was her preacher I could hardly wait to hear him. George and I first became acquainted with Calvin and his family when he was only five years old, at Flomot, TX. He and Frieda have been so dear to our hearts since they have lived in Ft. Worth. He and George shared the ministry of Christ together. I heard Calvin preach his last two sermons last Sunday...I will always consider it a special blessing from God that I was there to hear his words of wisdom spoken in love for God and the church. Calvin was a wonderful man, a great speaker, and just an all-around positive person to talk to. He always took an interest in asking about our family every time we saw him. Calvin was a person who cared about what was important to anyone he came in contact with. He personally came out to visit us after we visited Baker Blvd. Church of Christ where he was the minister. George and I saw in his heart of how much he loved the church. It was his love for God most of all that gave him his christ like attitude that helped us to place membership there. I can still see Calvin standing before us Sunday morning and evening preaching the gospel of Christ. He looked the picture of health and he had a glow about him. I am still in shock that he is gone, but what a way to go. He went on the Lord's day after preaching two sermons that left us all feeling closer than we have in a long time and then at the end of the day he went to be with his Lord. Daddy just called to tell us about Calvin. I hate that Andy and I can't get back for the services. Calvin's gift of loving EVERYBODY caused him to get really entangled with the Cathey family! We used to tease him and say that he ought to be sorry for getting involved, ha ha. He married Andy and I when we didn't know the Lord and didn't want to be married in Andy's Catholic church or Daddy's church. He came to my apartment and made it a very special ceremony and God has blessed it. That was 33 years ago! Calvin came to the hospital when I had my kids and had surgeries. He always prayed, even when I know he could tell that I didn't really care if he did or not. But, he never had a judgmental bone in his body and was certainly used by God to turn Andy and I towards Him. Next, he preached my brother's funeral who died of AIDS and I still listen occasionally to the tape of that loving sermon. Somehow by listening to us talk about Mike, he was able to bless us in a really hard service. He was ALWAYS there when Daddy called him and he never once made us feel that we were anything but top priority at that moment in time. He spoke at Grandma's funeral and spoke of her as if he were speaking right out of our own hearts! There were other instances over time that I hold very dear in my heart because I know absolutely that Calvin was used by God when no one else would have been right. God so surely blessed Calvin! I can't think of anyone that was a better listener. Wow...he knows a lot about our little family :) The more I write the more the tears come. Calvin White was as much a part of my life as my own family. It makes me wonder who will preach Daddy's funeral. There was never a question about that before now. My prayer, and reason for writing, is that these words will give some measure of blessing to Calvin's loved ones. Thank you for sharing him with so many over the years.

I went to school with Calvin in Tulia, Texas. He came from humble beginnings, worked hard and was well liked. I remember he had a paper route and got up early every morning for his route and then on to school. To my knowledge never caused a problem for anyone.

I just want the famly to know there are a lot of folks from his past (particularly the Tulia High School Class of 1960) that are saddened by his death, but rejoice that he has earned and arrived in his Heavenly Home. His desire to spread harmony, the wisdom he shared and the passion he had for his city, will always be an example for me to love what you do, for it is the one person you touch, that will make a difference.

My deepest respect and love goes out to the White family as they endure the loss of such a fine man of God! My sympathies are with Mayor White's family. Calvin led Haltom City through a trying time with dignity and with an eye toward the future. He was glad to be a mentor and was open to listening to the ideas of those less experienced in the local civic arena. Calvin often expressed the wish that he should be remembered as a statesman rather than as a politician. His contribution was continuity; his wish will be honored by many.

Calvin was a pillar of integrity for the Haltom City community. His leadership on key issues and practical work among the community will be greatly missed. Our family grieves with the White family in their and our loss of being able to fellowship with and draw upon his wisdom, experience and unselfish love. The apostle Paul wrote to the Corinthian Christians that to be absent from the body is to be present with the Lord. Although we will all miss Calvin sorely, I am confident that he is safe in the presence of the Lord.

Our sympathy to the family of Calvin White. I was impressed with Mayor White from the first time I met him...he seemed to truly want to bring calm to a city filled with chaos, politically. And, he visited our home with some of our neighbors and interested parties to field and answer questions with Councilman Sutton and Councilwoman Bransom. His terms were refreshing and brought hope to the residents of Haltom City and he has been missed since his retirement. God bless his memory.
